Mr Morris does head up the city’s Engineering Department. He and his department work very closely with the water department and DPW on their various projects. I am not an insider, but as far as I know, the 3 department heads (Mr. Garrison, Mr. Morris, and Mr. Vradenburg) seem to all work well together.
