What constitutes a "high" rent increase relative to an economic environment of double digit inflation where in municipal fees and taxes increase in tandem with the costs of utilities, insurance, building supplies, trades people etc. ? Sharpen the gra$$roots pencil, this is Newburgh, NYS in 2022.
