Subject: Blackout for beginners?

Are beginners allowed to wear blackout? A nearby feis has “blouse and skirt or school costume only, no solo dresses” listed over the beginner competitions. Is all black not allowed? I asked my daughter’s school, and they said just ignore it, but I don’t want my kids to get in trouble over it (I also don’t want to buy something new if it isn’t necessary!). Thanks for helping a new to this world mom.
