Bushnell Park is lovely and perfectly safe, but may be cold. The Soldiers and Sailors arch is beautiful as a background, but it also has an interior (great curving stone stairs) with access to the top span of the arch. It is not generally open to the public but I'm sure a donation to the historical society would help. Likewise, the antique carousel in Bushnell Park is beautiful, but you would have to pay to rent the space. CT has the most beautiful State Capitol in the country and it would make a great backdrop. Elizabeth Park is a 15 minute drive but is a gorgeous public garden with immense historical significance. It is beautiful in all 4 seasons, with old trees, a sunken rock garden, and a stone bridge over a duck pond. I'm sure for a fee you could even arrange to shoot inside the historical greenhouses. UCONN Hartford campus library on Prospect St. has a great facade with Greek columns. Behind the Wadsworth Atheneum in a small park with a giant Alexander Calder statue (it's called Stegosaurus) that would probably be am amazing place to shoot. Don't shoot with a dancer on or between the giant stone boulders near the founders cemetery - it is actually a war memorial but nobody realizes that.

In Bushnell Park there is the Pump House, it was built to look like a Tudor cottage from the Cotswolds in England, so definitely an appropriate location for photos.
