I have a jumber of issues with your proposal, which would seem to indicate a great understanding of Touch, but a lesser understanding of the craft of refereeing Rugby League. Touch and Rugby League, while distant cousins, are quite different games, and need to be managed differently.

In particular, the role of the touch-judges are vastly diffferent to those of the Sideline Judge in Touch. There is a larger field area to cover, more players to observe, and different things to look for. It is, generally, the case that touch-judging and refereeing have different skill-sets, and a top level referee may not be as good at touch-judging, and may top level touch judges did not make top level referees. The roles have developed differently, especially in the bush, and to propose that the three officals apointed to a match currently would all be able to share the centre is not a viable proposition.

Rugby League also has a large number of discretionary areas, especially the timing of the tackle and the play-the-ball. This area is usually the product of the temperament of the referee, and his reading of the game, particularly his feel for advantage and a team geting a roll-on. Interchanging referees would affect this, as it takes some time to get a feel for the pace of the game. There are enough problems with achieving consistency at present: trying to achive this with 3 centremen would be far more difficult.

Rugby League is fairly unique in that the role of the referee can be quite pervasive, and the players do try to get a feel for the referee as well. Touch has much less of this due to the speed of the game, and the technical nature of many of the breaches and calls.

In the preseason games here, amongst younger age-groups, interchange referees were used due to the heat and to help referees get into match fitness. It was not an issue here due to the nature of the games. However, in more senior games, where referees did a quarter or a half of the gtame, those referees who did not start the game had to try and get a feel for the game as established by the previous referee.

Interchange referees is certainly useful in League 7's comps and pre-season, but for consistency and practicability, the current centreman and 2 touchies is stil the best arrangement overall. If we had to change things, I would like to see 4 touch-judges / in goal officials who could alternate duties as required, depending on where on the field the games was. However, the lack of numbers in most areas would prohibit this!
