The referee only has to call "held" to resolve any doubt that the player has been tackled. The referee calling "held" does not, in itself, constitute a tackle.

In the El Masri case, Hasam must have been the only person in the ground who did not realise that he had been tackled.

The current problem with moving off the mark is due to players trying to play the ball too quickly, and not being made to play the ball with the foot, thereby tending to roll the ball back and /or place the ball and walk over it, knowing that moving off the mark is not a penalty, but "shortening the ten".

Like most cases in the game where one Law has been relaxed in an effort to speed up the game, another Law becomes stretched or breached as a consequence!
