Keep the penalty.

The laws clearly state how the play the ball is to be performed:

Section 11. 10(e) "When the ball touches the ground it must be heeled (i.e. backwards) by the tackled player.."

Therefore, if the player does not use his foot he has not brought the ball back into play in the manner stated - much the same as feeding the ball correctly or a restart of play (goal line drop out, kick off etc). And if the ball is not brought into play correctly the team should be penalised accordingly.
