If we are going to award a scrum in this case where u suggest that perhaps it isnt deliberate coached technique, but laziness. Then why not award scrums when there are other incidences of laziness such as players lying in the ruck or not getting back the ten metres the scrum is getting towards being a farce as it is lets not create more reasons for us to pack these during a game and slow the match down further.
