Subject: Effeminization program for boys who were out of control

I read about this a long time ago where there were special reform schools for boys who had out of control and criminal behavior in the US where they were operated on with some form of castration to reduce their aggressiveness and make them more effeminate so they will not be a threat to society when they left these special reform schools.

These were generally not known to the public and were done secretly within these schools, obviously with government approval.
Does anyone know anything about these special schools?
