There is several possibilities.
1) Injections, sometimes daily, but more commonly weekly or monthly Lupron depot injections to lower testosterone levels. The treatment may be for precocious puberty. This is sometimes called 'chemical castration'. It wouldn't be hard to believe they would do this with out of control boys, or used to. They could also give these boys estrogen shots/depot implants as well

2) In US especially, a few doctors recommended lupron to treat autism, based on a falsch theory that mercury (in vaccines) binds to testosterone.

There has been some reasoned suggestion that kids with autism have higher hormone levels.
