It just means she couldn't compete last season because she can't crown herself if she wins. How it works is that the young lady who takes over as Miss State sits out the year she's Miss State. This is to stop girls in the smaller states (who don't make that many appearances) from assuming the title AND competing at state the same year they're "giving up" the title.
