Rarely did I see any implements out unless someone had just earned one. Making a big thing out of spanking implements being in their normal hanging spot seems like a rule just to have a rule for you accidentally to violate and thereby "earn" a spanking. Thea is always so good on advice and on looking on the bright side. Maybe Shelby isn't mean or cruel but just beginning her dominant career. Just be on guard is my advice. It is Shelby's house after all and what she hangs on the walls are her business and shouldn't be fucked with. Being asked to go to her own apartment I don't find cruel. She does have her own apartment and it sounds like Shelby worked very hard and spent a lot of money to make sure Emmie Sue has a comfortable, livable place to live. The upstairs is Shelby's domicile and she has the right to privacy. She was working on something business related and didn't wished to be disturbed. No different than when I'm grading papers I need to concentrate and need my privacy.
