Here is what I think. Cindy's parents do not have the right to drug test Bob. However, Cindy's parents do have the right to drug test Cindy. So, assuming it was okay with Bob and his parents, I would pay Bob a reasonable amount of money so that both him and Cindy would take the drug test.

If that was not an option, I would insist on Cindy taking the drug test. Here is my reasoning. I am the parent and Cindy is the child. If I decide that Cindy needs to see a doctor, I want her to go I do not want her to have the option of not going.

If I let Cindy not take the drug test, suppose she decides she wants to drop out of school. Is that okay? Suppose she says she wants to stay out all night with Bob. Is that okay?

Once Cindy is 18, it will be up to her. Util that time, I expect her to do as she is told and if necessary enforce it with punishment. It would be better if she would take the drug test voluntarily and that is why I would be willing to pay Bob a reasonable amount of money for him to take the drug test also.
