Here is an issue that (surprisingly) has not come up yet: Privacy. Not an issue for me. I have my own brand new 2 BR house. I just don't have anyone to spank right now. But, all the other families and tenants in this apt. complex live in duplexes. So they can't spank even if it is needed. Same with people living in trailer parks, Apt buildings, etc. As you know. Good spankings are quite the noisy affairs. If you have your own home, no problem. But I dare say most families do not own thier own home. People don't want to disturb the neighbors with their family business that most will consider to be domestic violence or child abuse. You certainly don't want the neighbors calling the police because they suspect spousal abuse. I suppose there are noise mitigation measures (quieter spanking implements, having the spankee cry/holler into a pillow, move to a portion of your home where you're less apt to be overheard, etc.), but none are likely to be perfect. I never had any complaints from my neighbors about noise. This apartment building backed up to a busy interstate freeway and I figured that was the reason no one could hear what was going on. I pulled up in the parking lot one day and saw a woman buckling her child into a car seat while fussing at him.
