I can say from experience it definitely hurts more bare bottom. Plus there is the mental aspect to being bared as well. As the one getting spanked a lot in the past what Mary said is true. "Feeling the bottom becoming bare, the underpants come down and they become ‘bare’ and the realization hits them that Oh No! I am going over mom’s lap to get my bare bottom spanked, it shows their compliance as well." Is 💯 accurate. Once my bottom was bare I knew mom was in full control and I was going to get what I deserve. It is definitely a great bonding experience as well
