Ashkiera is a somewhat complicated case. Your friend Psyke didn't get called in for similar reasons as you- because your dragons are not of an acceptable blood line. For his, it was simply because Relona was a White Dragon- one of the rarer 'White' creatures that were spawned by powerful mage storms in unstable worlds. They are a compilation of many creatures with one trait showing through physically, with the qualities of all of the smaller bits and pieces. The White Dragon and Phoenix races are very strict in creation, both requiring a GREAT quantity of life sacrificed in order to make them. That is why most of them are slain. They are an 'impure' race of dragons, and so can not be called to join a Wing- and thus, can not be recruited by the sanctuary.

Ashkiera is somewhat similar. Now, she is still a pure-blooded Sapphire, do not misunderstand me- and she could still join a Wing if she really wanted too. However, she is 'impure' by their standards. Her parents left their Wings to be together, shortly before the remainder of their wings were accidentally killed in a tragic battle. They were, then, blamed for the deaths- though it was, by no means, their fault. Their three children were then banished from the Sanctuary and their parents put to death. Ashkiera was the youngest. She would not remember that, or any of her siblings. Nor does she know that she can never be called- I advise that you not tell her. Should she meet her siblings, they can explain it. It would cause her emotional distress to hear it from you.

Re'Gan is another special case, but not because she has been branded impure. I managed to do a little bit of research in the basement of that Temple in the Forgotten City while you were dealing with Sarriel and Aeden. Re'Gan's mother was Ereivia, a very famous gryphon leader. Please do not think bad of me for saying this, but.... There are things I am about to tell you that you musn't repeat to either of them, or to anybody.

You saw the vision of Avalon's family being killed, yes? Avalon's sister was one of the first Master Summoners to come about under the care of the Sanctuary. Ereivia was her bond. That creature that became Avalon's first Summon was a creature dispatched by the Sanctuary to assassinate her and her family, to eleminate the threat of a revolt. That attack took place in this world, where the Crater now stands. That is how the flute that they dug up got there to begin with. Avalon's sister (Lucia) was not killed in the attack, but she and Ereivia were both badly injured and had to flee the scene after Avalon sealed the creature away. Ereivia was forced to leave her newborn child, Re'Gan, frozen by time in a small cavern. The infant did not wake until only recently (Because of Treyvan's arrival) before she found Kyo, and she is actually over 10,000 years old. She is of the Elder Breed, just like Ereivia- who is actually still alive somewhere with Lucia. Avalon does not know this, Re'Gan does not know this- and neither of them should. Lucia and Ereivia are legends in their own right, as they now work alone as mercenaries to prevent the destruction of magical races by the Sanctuary. The Spirit Meadow is filled with creatures that they have saved from extinction. Anyway... Because Ereivia is a 'threat' to the Eyer, none of her offspring can be called to duty. Re'Gan has, by the way, five older siblings wandering the worlds. Just a heads up, because I'm sure that you'll see one or two.

...Kyo and Re'Gan dug up one of Lucia's flutes at the scene of the attack. That, paired with the feeling of a relation, will eventually bring one of the siblings here to investigate.
