I do. I think you've misunderstood the original example. Nobody said that the player was going to say "I hit him in the face with mutton, he gets minus one to attack!". With the options presented, the player merely states what he does and the DM chooses what penalties or bonuses to assess (if any) to the NPC or even the PC and it doesn't have to be said.

The examples were in parenthesis in the original example.
