There are tennis court lights that are used at night to allow games to go on late into the night. Along with the games, come onlookers and people just hanging out, with their car radios up loud, well into the night. The kids who play in the day are very unfortunate victims of circumstance. I don't think anyone on the HOA board was happy about taking the boards down, but after years of homeowner complaints - the majority of the board decided it was enough, so we took action. We know not everyone will be happy about it, and frankly, I don't think any of us are thrilled about it either. We did feel it was time to put an end to the complaints about all of the noise associated with games at night. It was time to take action in regards to all of the trash left scattered around the courts in the park. Many of the board members have approached the teens in the park after hours, trying to alert them to the issues that hopmeowners were complaining about, and we in return were cussed at and laughed at, and had trash thrown at us by kids from other counties (according to the plates on their cars). We tried to start a neighborhood watch, in order to help monitor activity in the park, I received less than 10 volunteers from our community. I am tired of my family and my kids being intimidated or cussed at by kids in the court area. I'm tired of seeing kids from other counties jumping the pool fences. I'm tired of kids from other areas jumping the fences, having sex in the restrooms and trashing the pool areas. I'm tired of hearing mothers complain about not feeling safe to come to the park with their young children, and no one able to do anything about it. I'm tired of the Police officers who refuse to assist residents with issues in the park, stating that the problem is for Willoughby Station residents to solve, they are not getting involved. I'm tired of paying $4,000 - $5,000 for a police officer to sit in the parking lot and watch for problems. Neighbors who spoke up, expressed their issues and concerns with Willoughby Station common area being the teen hang out for our county. The HOA board hears about the common area every year, and likely has for the last 10 years or more. The members of the board and each officer of the association have a fiduciary relationship with the home owners. This fiduciary relationship imposes obligations of trust and confidence in favor of the corporation and its members. It requires the members of the board to act in good faith and in the best interests of the members of the association. Taking the basketball courts out likely will not be the total solution, but it will remove one item that was acting as a magnet for non-residents to come into our neighborhood, and trash our park; there will likely be additional provisions put in place to ensure the common area and park are safe for families. Please understand that none of the board is happy about the courts coming down, but the majority agreed it was a necessary step in the right direction. Over the years the HOA board has tried everything that they could think of in order to preserve the courts. Next step is to determine what we will be replacing it with. We will be looking to our community for input on what the residents would like installed in it's place. I hope this helps explain the situation a little.
