I recently reread C:D and they keep making the point that anything can happen. Marty the Facedancer with the wild "Net" that Duncan saw. They were increadably powerful: "and I had such a nice planet picked out for them."

I think that there are millions of populated Galaxies; there were 3 or more in GEOD. And the Scattering exploded even more.
