there seem to be idiots everywhere.
with no disrespect meant to jb, about 6 years ago, our neighborhood got a new mailman.
he was older, getting ready to retire and had had many bad experiences with dogs.
for about a month, no dog, in any yard or attached to any tie-out was safe. even those not near the mailboxes. if a human wasn't right there beside it, he maced the poor dog. we all complained. daily. we were told that he had the right to 'defend' himself if he felt threatened. we felt WE had a right to vet compensation but we got nowhere. one day, my next door neighbor (admittedly a few fries short of a happy meal to start with) hid behind the hydrangias and maced the mailman when he came into the yard. while i don't condone what she did, it was quite a scene. the police were called. in the end, no one ended up in jail but we did get a new mailman and an agreement that no tied dogs (who weren't near the mailbox) would be injured.
i hope yours learns to trust again.
