(B)Schedule of Rates
The Government Schedule of Rates for Term Contracts for Building Works 2003 Edition (Volume 1 and Volume 2) issued by the Architectural Services Department, Hong Kong.
The documents mentioned in 2(A) and 2(B) above are obtainable at the Government Publication Centre, Hong Kong and all the above documents can be inspected during normal office hours at the Facilities Management Office in Room M1025, Li Ka Shing Tower, The Hong Kong Polytechnic University (Telephone No. 2766 7215).
The Tenderer shall be deemed to have made allowance in his percentages generally to cover all items of Contract preliminaries, profit, attendance and other expenses and costs incurred in complying with the Specifications, Regulations, Conditions etc. stated in the above documents. The Tenderer's attention is drawn to the condition that the successful Tenderer shall employ as his domestic sub-contractors approved specialist contractors to execute the electrical, mechanical and air-conditioning and fire services works.
3. One copy of the completed bound booklet referred to in l(a) above, together with the duplicate Form of Tender fully completed, signed , witnessed and dated, and all the submissions required, are be enclosed in a sealed envelope labelled ¨ Tender for the Building Repairs and Maintenance Term Contract 2005/2008 for The Hong Kong Polytechnic University"and addressed to:

4. The total of the Summary of Tender must agree with the sum shown on the Form of
Tender.
No unauthorised alteration or erasure to the text of the tender documents will be permitted. Any such alteration or erasure may result in disqualification of the tender and will in any case be ignored.
5. Should the Tenderer for any reason whatsoever be in doubt about the precise meaning of
any item or figure contained in the tender documents, he must inform the Head, Facilities Management in order that the correct meaning may be decided before the date of submission of tenders.
The Tenderer shall check the numbers of the pages of the tender documents against the page numbers given in the Contents sheet, and should he find any missing, in duplicate or indistinct, he must inform the Head, Facilities Management at once and have the same rectified.
6. No liability will be admitted, nor claim allowed, in respect of errors in the Contractor's
tender due to mistakes in the tender documents which should have been rectified in the manner described above.
Should it be found on examination of tender that the Tenderer has made errors and/or omissions, such errors and/or omissions shall be corrected in accordance with the principles and rules contained in Environment, Transport and Works Bureau Technical Circular (Works) No. 41/2002 which may be inspected at Environment, Transport and Works Bureau web sites (http:/ /www.etwb.gov.hk/technical_ circulars).
7. Any qualification of a tender may cause the tender to be disqualified.
8. In the event of a Tenderer discovering a genuine error in his tender after it has been
deposited, attention in writing may be drawn to the error and an amendment submitted which, provided that the amendment shall have been deposited on or before the time fixed for receipt of tenders, may be accepted.
9. The Tenderer shall accept the fact that it is the Employer's intention not to create any
contractual relations in this invitation to tender until the award of Contract and the Employer is not bound to accept the lowest or any tender which may be received.

SPECIAL CONDITIONS OF TENDER
1.Approved Sub-contractor
a. All building services installation works shall be carried out by contractors on the
appropriate List of Approved Suppliers of Materials and Specialist Contractors for Public Works, Hong Kong SAR, subject to approval by the Contract Administrator. The Tenderer shall submit with his tender a letter from each of the sub-contractors stating the willingness to enter into a domestic sub-contract with the Tenderer to carry out the appropriate building services works.
The following named sub-contractors have been pre-qualified. The Contractor may propose to employ one or more of these named sub-contractors as his domestic sub-contractors to carry out the appropriate building services works:

b. The Waterproofing Repair Works shall be carried out by one of the following named sub-contractors that have been pre-qualified. The Tenderer shall submit with his tender a letter from the sub-contractors stating the willingness to enter into a domestic sub-contract with the Tenderer to carry the Waterproofing Repair Works and before entering into a sub-contract with sub-contractor, the tenderer shall procure from the sub-contractor an undertaking to provide a sub- contractor's warranty duly executed by the sub-contractor. The sub-contractor's warranty shall take the form appearing in Appendix B to the Special Conditions of Contract with only such amendments thereto as may have been previously approved by the Employer in writing:

2.Building Services Co-ordinator
The Tenderer shall submit with his tender C.V. of the proposed building services co- ordinator as stated in Clause 40 of the Specification Preliminaries.
3.Extent of Contract
The Tenderer's attention is drawn to the fact that this Contract comprises mainly building repairs and maintenance works and that associated building services works may also be carried out under this Contract. Works primary of building services nature will be carried out under a separate building services repairs and maintenance term contract.
The Tenderer's attention is also drawn to the fact that this Contract comprises mainly repairs and maintenance works and that only a small proportion of alterations and additions works may be carried out under this Contract. The majority of the University's alterations and additions works will be carried out under alterations, additions, repairs and maintenance term contracts.
The amount of each Works Order to be issued under this Contract will normally be within the value of $500,000.00. The contractor shall not have any claim against the Employer should any amount of the Works Orders exceed this amount.
4.Statement of Convictions under the Immigration Ordinance(Cap. l15)
A tender will not be considered if, during the 12-month period prior to the date set for the close of tender, or if this has been extended, the extended date, the tenderer has had three or more convictions in respect of separate incidents under Sections 171 or 38A of the Immigration Ordinance (Cap. 115) for employing illegal workers or for having illegal workers on any site under the tenderer's control, whether or not he has been formally suspended as a result of such convictions. Illegal workers shall mean any persons on construction sites who are illegal immigrants; or any persons who, being not lawfully employable by virtue of Section 170(2) of the Immigration Ordinance, have committed an offence under Section 41 by contravening the conditions of stay in force in respect of them. If the tenderer is a partnership or an unincorporated or incorporated joint venture, the tender will not be considered if any participant of the partnership or unincorporated joint venture or shareholder of the incorporated joint venture has had three or more such convictions during the 12- month period, whether or not that participant or shareholder has been formally suspended as a result of such convictions.

4.Statement of Convictions under the Immigration Ordinance (Cap. 115)(Cont'
The tenderer shall submit with the tender either a statement of all convictions under Sections 171 or 38A of the Immigration Ordinance (Cap. 115) for employing illegal workers or for having illegal workers for all sites under his control (whether they are sites under public or private contracts) during the 12-month period prior to the date set for the close of tender, or if this has been extended, the extended date, the details of
which shall include the legislation violated, dates of offences, dates of convictions and the associated fine imposed by the court, site addresses, contract numbers and contract titles, or a statement of ¨no conviction". The statement shall be certified by a person authorized to sign Government contracts on the tenderer's behalf.
If the tenderer is a partnership or an unincorporated or incorporated joint venture, each participant of the partnership or unincorporated joint venture or shareholder of the incorporated joint venture shall submit such a statement separately.
Where the tenderer (including shareholders and participants in joint ventures) is a company it shall disclose any change of name made during the period of twelve months prior to the date set for the close of tender, or if this has been extended, the extended date, and shall include in its statement of all convictions any conviction recorded under any previous name.
A standard form is provided in the Appendix ¨ A" to Special Conditions of Tender for this purpose.
5.Statement of Convictions under the Employment Ordinance (Cap.57)
A tender will not be considered if, during the 12-month period prior to the date set for the close of tender, or if this has been extended, the extended date, the tenderer has had three or more convictions in respect of separate incidents under the Employment Ordinance (Cap. 57) which individually carry maximum fines corresponding to Level 5 or higher within the meaning of Schedule 8 to the Criminal Procedure Ordinance (Cap. 221) on any site under the tenderer 's control, whether or not he has been formally suspended as a result of such convictions. If the tenderer is a partnership or an unincorporated or incorporated joint venture, the tender will not be considered if
any participant of the partnership or unincorporated joint venture or shareholder of the incorporated joint venture has had three or more such convictions during the 12- month period, whether or not that participant or shareholder has been formally suspended as a result of such convictions.

6.Submission of Statements
For the purpose of this Special Conditions of Tender, the expressions ¨ unincorporated joint venture", ¨ participant" , ¨ incorporated joint venture" and ¨ shareholder" appearing herein shall bear the same meanings as those given in paragraph 6 of the Environment, Transport and Works Bureau Technical Circular (Works) No. 50/2002 on Contractors' Joint Venture.
7.Outline Health & Safety Plan
7.1 The Tenderer shall submit, as part of the Tender, an Outline Health & Safety Plan (Outline Plan) which shall contain sufficient information to demonstrate the tenderer's proposals for achieving effective and efficient health and safety procedures. Failure to submit the Outline Plan may invalidate the tender. The Outline Plan shall start with a formal statement of policy in relation to health & safety and shall include:
(a) An assessment of risks which will be associated with the works activities and will be encountered when carrying out the Works. (See paragraph below for examples of risks associated with construction activities.)
(b) An outline of the health & safety procedures and protective controls to be developed, and
(c) The manner by which they will be implemented and monitored to ensure health and safety on the Site.
7.2 The Outline Plan shall provide a suitable basis for the development of the Health & Safety Plan referred to in the Preliminaries ¨ Health & Safety Plan".

7.Outline Health & Safety Plan (Cont'd)
7.3 The Tenderer may be required to amplify , explain or develop the Outline Plan for the consideration of acceptance of tender.
7.4 Typical Foreseeable Hazards Associated with Construction Works are, including but not limited to the following:
• Working at height with risks of persons or objects falling.
• Working in excavations.
• Working in confined spaces.
The use of construction plant and equipment, including lifting appliances,
e.g. tower cranes, excavators.
• All temporary works including design, erection, loading, unloading and
dismantling.
The dangers of rigging and of handling wire ropes.
The handling, use, storage and transportation of materials and substances.
• Hot working including grinding, chipping, cutting, welding, burning, etc. • Exposure to hazardous substances,
• Exposure to dust, fumes , vapors, etc.
The risk of natural causes e.g. typhoons.
• The risks of using electricity on site.
• Risks posed to public members.
8.Disclosure of Information
The name of and price offered by the successful Tenderer may be disclosed to the unsuccessful Tenderers after the award of tender unless Tenderers indicate their disagreement in writing in the tender.
9. Without prejudice to the generality of other clause in the Tender, the Employer may reject a tender which in the opinion of the Employer is unreasonably low in terms of price and may therefore affect the Tenderer's capability to carry out and complete the Contract and/or deliver work of the quality required in accordance with the terms of the Contract.
10. Tenderers shall be deemed to agree that the assessment of performance in the jobs successfully bided will be shared by all other University Grants Committee funded institutions.

11. Questionnaire on Health and Safety Management
The Tenderer shall complete the Questionnaire in the ¨Appendix C〃 to Special
Conditions of Tender and return the same with his tender. The tenderer may be required to explain and elaborate the details provided therein or to attend an interview for this purpose.

本份投標?則是重慶大廈業主立案法團 ( 以下?稱為“法團 " ) , 專為 是次公開招標聘用工程承建商 ( 以下?稱為承建商 " ) 而設。各參與投標之承建 商必?留意以下各?條件之?則 , 並?符合所有條件及?定而提供合理的報價 :
1. 參考資料
1.1. 重慶大廈座落於九?尖沙咀?敦道 36-44 ? , 佔地約五萬平方呎,
大廈落成於 1962 年 , 樓齡為 44 年 , ?業權份數為 920 ?。大廈主 要分為住宅及商場部份 , 住宅部份分設 A 至 E 座 , 由 3/F 平台以上 至 17/F 共 549 ?單位 , 而商場部份分為地庫、地下、一樓及二樓四 層共 368 ?單位。 ( 其餘 3 份業權走私人擁有之天台部份 )
1.2. 重慶大廈天台 3 份業權屬私人擁有 , 但天台設有多?公共設施 : 包
括升降機房、食水主工、沖廁水缸及消防水告工等。同時 , 因本大廈不
同國籍用戶?多 , 天台水缸?亦裝有數支衛星天?。
1.3. 由於本大廈天台食水在工從未作出更換 , 而 BC 座天台食水缸出現多 條裂紋 , 並引致食水缸外?及底部 滲漏而影?用戶。大廈管理?曾
進行多次修補 , 亦未能解決有關?題。事故 , 管理?建議將一?? 置多年的沖廁水缸 , 改裝為臨時食水缸 , 並為原有食水缸進行維修補漏之方案 。
2. 投標工程?格
本投標?則 ?定投標承建商為以下工程要求而作出報價 :
2.1. 本大廈 BC 座天台現設有一?面積約為 5000mm x 3000mm x 800mm 的食水缸 ( 以下?稱為「食水缸」) , ?食水缸容量約為 4,000 加侖 , 為大廈 BC 座 8/F 至 l7/F 用戶提供食水供應。
2.2. 本大廈 BC 座天台亦設有一?面積約為 5000mm x 2500mm x 1000mm 的沖廁水缸 ( 以下?稱為「沖廁水缸」 ) , ? J 中廁水告工容量約 為 3,000 加侖 , 原為大廈 BC 座全部用戶提供沖廁水 , 但有關沖廁 水缸已遺?置超過二十年。
2.3. 本法團現就「沖廁水缸」改為臨時食水缸 , ?定以下工程?格 :
「沖廁水缸」?部石屎?打?拆除 , 這一枝?置衛星天?及腳
架一併清理 , 承建商?包括清倒所有泥頭及垃圾。
「沖廁水缸」地台?打?至?到石屎部份 , 地台?重新?三層 防水防漏物料 , 承建商?提供三年地台防漏保証期。
「沖廁水缸」現有圍?無?拆除 , 但?為?身進行油漆。 ( 不包 括外??搭棚部份 )
臨時食水缸由 6 ?小型不锈?水缸組合而成 , 每?小型水缸面
積約為 l500mm x 700mm x 950mm, 每?小型水缸?位要裝設 500mm 圓形井口 , 以作清洗水在工之用 o 每?小型水缸則面低位 要有 2 ? 4 吋咀口 , 作為互相連接 6 ?不锈銅水在工及入水口之用。此外 , 每?小型水缸則面低位亦要有一? 2 吋咀口 , 作為 排水管之用。
臨時食水缸從則 面低位 4 吋咀口入水 , 承建商?將「食水缸」 ?入水口之喉管 , 更改至臨時食水缸從則 面咀口入水位 , 另包 括安裝配合自動上水系統之各?配件。 ( 例如 : 波曲、控制?路 及供?等 )
臨時食水缸亦由則 面低位 4 吋咀口出水 , 承建商?將「食水缸」 則面低位之出水口喉管 , 更改至臨時食水缸從則面咀口出水 位 , 另包括安裝閘掣及連接現有加壓泵之各?配件。
測?臨時食水在工之運作功能 , 完成上述工程?目 , 為本大廈 BC

(iii) The Contractor shall assign person(s) to inspect the Site of each Works Order after each Cleaning Day's work. The assigned person shall check and ensure the cleanliness and tidiness of the Site of such Works Order, complete the inspection checklist, record the areas requiring improvements, and take photographs of areas where cleaning and tidying up works have been done and where improvement actions are required.
(iv) The Contractor shall notify the Maintenance Surveyor's Representative the time
schedule for Daily Cleaning of each Works Order on every Cleaning Day and the name of the assigned person as referred to in sub-clause (c )(iii) above responsible for the inspection and checking after each Cleaning Day.
(v) The Contractor shall submit, in the morning of the day (which is not a General Holiday) following a Cleaning Day, the inspection checklist, records and photographs prepared pursuant to sub-clause (c)(iii) above to the Maintenance Surveyor's Representative for checking and recording.
(vi) The Maintenance Surveyor's Representative may carry out inspections and surprise checks to verify the Contractor's performance on cleanliness and tidiness of any Site before the noon of the day (which is not a General Holiday) following a Cleaning Day.
The Contractor shall not be entitled to any payment for the item for ¨ Daily Cleaning" of
a Works Order for a Cleaning Day if the performance of the Contractor on cleanliness and tidiness for any part of the Site under such Works Order for that Cleaning Day is not carried out to the satisfaction of the Maintenance Surveyor's Representative. The Maintenance Surveyor's Representative shall notify the Contractor and record in the Site Diary for any non-payment of the item for ¨ Daily Cleaning" on a Cleaning Day and the areas of dissatisfaction for improvement by the Contractor.
(vii) The Contractor shall in the morning of every Cleaning Day before work commences
inspect and remove any rubbish and debris that may be littered by the public over the night within any area which cleanliness and tidiness the Contractor is required to maintain under this Contract before the Inspection by the Maintenance Surveyor's Representative.
(d) Weekly Tidying
(i) ¨ Weekly Tidying" of a Works Order shall include the cleansing and tidying up of the
common areas and accesses, cleansing and/or re-conditioning of hoardings, barriers, guarding, lighting, signage and/or traffic cones, cleansing of external covers for plant and equipment, removal of waste and debris etc. so as to ensure at the plant and equipment, hoardings, as well as such Site as a whole, to be clean and tidy in the perspective of the general public and, without derogating from the generality of the foregoing, shall include, but is not limited to, all the items subject to checking as listed in sub-clause (d)(ii).
(ii) The Contractor shall develop inspection checklist for Weekly Tidying of each Works
Order after each Cleaning Week Day's work for the approval of the Maintenance Surveyor's Representative. The inspection checklist shall be reviewed and updated whenever there is a change in work nature or work location under such Works Order and re-submitted for approval by the Maintenance Surveyor's Representative. The inspection checklist shall include an assessment on the cleanliness and tidiness of the Site conditions of such Works Order including the Public Cleaning Areas. Items to be checked against for each Works Order shall include, but are not limited to , the following:
Thorough cleansing of passageways, common accesses and public areas;
Re-organizing of storage materials for better utilization of storage spaces and safe stacking if appropriate;
Maintenance and re-conditioning of tools and equipment;
Cleansing of external covers for plant and equipment;
Collection and removal of disposed waste materials off site;
Cleansing, re-conditioning and/or replacement of hoarding, barriers, guarding, lighting , and signage of works to good working condition;
Clearing of drains and channels to prevent flooding; and
Other cleansing requirements as instructed by the Maintenance Surveyor's Representative from the perspective of the general public.
(iii) The Contractor shall assign person(s) to inspect the Site of each Works Order after each
Cleaning Week Day's work. The assigned person shall check and ensure the overall cleanliness and tidiness of the Site of such Works Order, complete the inspection checklist, record the areas requiring improvements, and take photographs of areas where overall site cleaning and tidying up actions have been done and where improvement actions are required.
(iv) The Contractor shall notify the Maintenance Surveyor's Representative the time
schedule for Weekly Tidying of each Works Order on every Cleaning Week Day, and the name of the assigned person as referred to in sub-clause (d)(iii) above responsible for the inspection and checking after each Cleaning Week Day.
(v) The Contractor shall submit, in the morning of the day (which is not a General Holiday) following the Cleaning Week Day, the inspection checklist, records and photographs prepared pursuant to sub-clause (d)(iii) above to the Maintenance Surveyor's Representative for checking and recording.
(vi) The Maintenance Surveyor's Representative shall, together with the Site Agent, check and inspect the overall cleanliness and tidiness of the Sites on the day (which is not a General Holiday) following the Cleaning Week Day. The Maintenance Surveyor's Representative shall advise the Contractor whether his performance is to his/her satisfaction, or if not, where improvement actions are required.
(vii) The Contractor shall promptly rectify the defects identified by the assigned person as referred to in sub-clause (d)(iii) above, and/or the Maintenance Surveyor's Representative. The Contractor shall not be entitled to any payment for the item for ¨ Weekly Tidying" of a Works Order for a Cleaning Week Day if the Contractor fails to rectify the identified defects pursuant to sub-clauses (d)(iii) and (d)(vi) above to the satisfaction of the Maintenance Surveyor's Representative before the end of the day (which is not a General Holiday) following the Cleaning Week Day.
(viii) The Contractor shall in the morning of every Cleaning Week Day before work commences inspect and remove any rubbish and debris that may be littered by the public over the night within any area which cleanliness and tidiness the Contractor is required to maintain under this Contract before the inspection by the Maintenance Surveyor's Representative.

General
(i)

The design and construction of the Metal Scaffold System shall withstand a combination of e following loading situations at all stages of cons ヌ uction without causing bulging, distortion, overturning, collapse, settlement or damage to any po ion of the Metal Scaffold System:
(a) total weight of all members of the Metal Scaffold System including all the associated
provisions e.g. working platforms, safety nets, catch-fans etc. ;
(b) cons ヌ uction and working loads including all traffic using the Metal Scaffold System; and
(c) wind loads.
The Metal Scaffold System shall be designed and certified fit for the purpose intended by the Con act by a professional engineer employed by the Contractor. A professional engineer means an engineer of structural and civil discipline. He/she should be a corporate member under the constitution of the Hong Kong Institution of Engineers or equivalent and should have adequate training and experience, and be able to justify how and why the Metal Scaffold System he designed can safely resist the imposed loads including the wind loads in accordance with recognized engineering principles.

(i)
The Metal Scaffold System shall be cons ヌ ucted and maintained in accordance wi ﹀ e following criteria: -
( a) provide firm arid adequate supports to e Metal Scaffold System at appropriate locations;
(b) provide fmn and adequate ties and struts for fastening the Metal Scaffold System securely onto the structure or building. All tempor 璹 y ties, fixing bolts and the like shall not be allowed to remain within the specified concrete cover and shall be cut back more フ﹀ 40 rom (concrete cover for the external elements) om the surface of structural concrete;
(c) provide firm and adequate longitudin , ヌ ansverse and diagonal bracings to ensure the
stability of the Me た Scaffold System;
(d) keep the space or clearance between working platforms and the s ヌ ucture or building as small as possible. Where necessary, hop-up bracket with attachment onto the scaffolding supporting ame should be allowed;
(e) .provide safety nets comprising nylon mesh of minimum 15 core eads with grids not more than 12 nun or of similar approved type cove 獁 e en re face of the building. The safety nets shall be tautly fixed with minimum lap of 450 nun in any direction;
(f) provide a sloping catch-fan at not more than 15m vertical intervals to give a minimum horizontal projection coverage of 1500mm. The sloping catch-fan shall consist of timber bo 璹 ding covering a layer of galvanized metal sheeting or protective sheeting of adequate thiclmess to capture and retain falling debris;
(g) provide access/egress to and om the working platforms at appropriate locations;
(h) ensure the sloping catch-fans and safety nets to remain in place until all works are
complete;
(i) ensure the Metal Scaffold System will not be overloaded at y time. The Metal Scaffold System including the sloping catch-fans, safety nets, walkways, protective canopies and the like shall be kept clear of debris; and
) when the plastic sheet is used to cover the Metal Scaffold System, the Metal Scaffold System shall be reinforced to withstand strong winds. Flame retardant sheeting shall be used at locations as specified by the Maintenance Surveyor. Obs ヌ uction of natural ventilation and lighting by sheeting should be avoided as f: as possible.
(ii) During any inspection of the works, if the Maintenance Surveyor is of the opinion that part or whole of the Metal Scaffold System is unstable, insufficient or requires modification in the interest of safety, the Maintenance Surveyor may by notice in writing require the Con ヌ actor to modi ㏑ the Metal Scaffold System and the Can ヌ actor shall comply within a reasonable time.
(iii) On completion of the Wo , e Contractor shall clean and make good structure or
building disturbed or damaged by the Metal Scaffold System.

General
1. The 'Roofing System' shall mean a roofing system or different roofing systems for
different parts of a building or for different buildings and shall be construed as comprising the selection, supply and laying of proprietary roof membranes, protective layers, insulation, adhesive, any screed or finishing layers to the structural roof deck or slab together with all flashin , joints around pipes, junctions, surrounds, colI 璹 s, funnels, rain water outlets and the like including priming, sealing, crack filling and other preparation where necessary.
2. Further to General Specification for Building Clause 12.99, the list of Approved
Specialist Roofing Materials Contractors is at Annex A to is Particular Specification.
3.
(i) The Contractor shall supply and lay to each roof of the buildings one of the approved specialist roofing systems and approved compatible insulation materials which in connection with the existing roofing will ensure a sound and watertight roof to comply with the standards and specification of the roofing systems amplified by the requirements below.
(ii) All acceptable specialist roofing covering materials when applied by an authorized
applicator s4..all be approved in writing by the Maintenance Surveyor.
Materials
4. Further to General Specification for Building Clause 12.100, the list of types of approved
specialist's roofing system is Annex B to is Particular Specification.
Clearance of debris
5. Cleanliness as specified in the GS. shall be amplified as follows :-
Rubbish chutes may be used to lower debris to ground level provided that :-
(i) they are designed to withstand high winds on exposed sites;
(ii) they have hopper heads to ensure that no materials fall outside the chutes; (iii) they discharge at a low level to prevent the spread of debris over a large 璹 ea; (iv) debris is sprinkled wi water to prevent undue dust;
(v) debris is regularly removed om site; and
(vi) the rubbish chutes 璹 e to be taken down and removed off site after use and all
disturbed areas made good to match the existing.
Scope of work
6. The scope of work shall include all labour, materials, equipment, fabrication,
transportation, assembly and protection necess 璹 y to provide complete construction and
installation of protected single ply sheet roofing or liquid system as specified, and 獃
accordance and in compliance wi the Specification, drawings, instructions and Works Orders by the Maintenance Surveyor.

Free of moisture
7 The Contractor shall ensure at moisture is not en ヌ apped between the existing roof
finish or asphalt, and the proposed Roofing System.
Precaution
8. The Con ヌ actor shall ensure that all works shall be carried out in a safe and worlananlike
manner causing the minimum of inconvenience to the occupants. No debris or objects of any kind, shall be thrown, or allowed to fall om e rooftop or external walls. All rubbish shall be lowered by mechanical platform hoist, continuous refuse chute system discharging into a skip or bunker at ground level, or other method approved by the Maintenance Surveyor. Provide effective measures to reduce dust nuisance to a minimum. Due reg 璹 d shall be given to safety measures throughout the entire contract period.
Storage and handling of materials and debris
9. Roofing materials shall not be held in storage areas or on site for longer than is necessary
in respect of any particular operation. All vehicle _move_ent and parking _hall !'e approved. The method and routes of movement or ma!erials on the roof is _o . be approved by Maintenance Surveyor and _ c__ sh_ll !:>e t_en not_ t<:>_ _damag_ existing finishes. VYhere applicable only approved rubber tired appliances shall be used.
Laving procedure
10. Apply or lay the Roofing System (inc1u__ing_ inter ali_a, _th.e _ propFietary roo.fi_g
membranes, protective layers, insulation, adhesive, screed, [mishing layers, etc.) in accordance with the manufacturers' specifications and recommendations. Particular care shall be taken to ensure that all junctions, joints, details such as skirtings, covering to kerbs, blocks and plin ﹀こ edges, plant b 猚 , expansion joints, etc. and joints around pipes, rainwater outlets, gutters, surrounds, outlets and the like are properly executed.
Flashing to p 璹 apet walls, plant bases, concrete plinths and the like shall be formed at a minimum height of 150mm above finished roof level including cutting new grooves, at a higher level than the existing, for tucking in.
Cut grooves at all skirtings for tucking in the waterproofing material and for providing a neat joint between existing finishes including making good as necess 璹 y.
Roofing material
11. The roofing material shall be laid onto the base layer, which _may be either the cem__t
screed or the insulation depending upon the Contractor's specification and detailing, with the proper type and amount of adhesive suitable_ for the_b_e laye! and with sufficient lap joints at all edges as recommended by the manufacturer's instructions.
Insulation
12. (i) The Roofmg System including any nec_s_ 璹 y protection, together with y of the existing roofmg materials not removed shall provide insulation properties which 璹 e not less than those provided in the original roofmg system.
(ii) Where ordered by the Maintenan_e S_uryeyor_ t_e _on ヌ actor shall submit a detailed specification of - the proposed insulation,_. includi__ the calc_.llation of thermal resistance and streI).gth to show its compliance with the requirements set out in Clause 12(i) for approval by the Maintenance Surveyor.

Flashing and i oints
13. To ensure a watertight roo_: the Con ヌ actor shall, where necessary, replace all defective
flashing, overflashing, capping, etc., as directed on site.
Fall rainwater outlets etc.
14. The Con actor shall ensure at adequate falls to all p 璹 ts of the roof, including all
surface channels, etc. are maintained. κ le Contractor shall, where necess 璹 y, recti さ or modify the existing fall, and any works required to the rainwater outlets as -directed ort SIte.
Traffic on roof
15. D<? not all<?w tra_c o_ r_ofs unti! 4 _daJ:'s after completion of the Roofing System and
subsequently permit only light traffic for further 10 days.
Pipe supports
16. __?tec_ _ll piJ2ework,ducting .and other services running on top of the existing roofs.
All existing pipe suppo s resting on the roofs shall be removed- and replaced WIth new _nes _to _an ap_pr?ve_ standard. PVC sleeves shall be provided' for Plpework to pass loosely through the sleeves.
Non-destructive Test
17. Fur e_ t__ General Specifi_ati0l! (or BuiJdin_g.Clau_se 12.117, the Contractor shall employ
a specialist contractor selected om the List of Non-des ヌ uctive Test Specialists for Roofi!lg S ):'s!ems a! Annex C to this Particular Specification to carry out -the in a-red scanning of the roofing membrane.
18. In the event of failure, car , out, at the Con ヌ _ctor's expense, repairs and subsequent
infra-red scanning tests until the roof is shown to be watertight.

Particular Specification Renovation of Stanley Post Office
1.0 General
The Works shall be executed complete to the entirぺextent dimensions details and true intent of Drawig( s) and Specification whether expressly shown or mentioned or not. All materials and workmanship shall conform strictly to this Particular Spification and the applicable clauses in the General Specification for Building by Architectural Services Departmeた Hong Kong 2003 Edition unless expressly ordered otherwise and be to the entire approval of the Property Services Manager.
2.0 Extent of Works
The Works to be executぺd under this Contract shall compriseぺproviSIOn of all nぺcessaplant eqUlpmぺnt labour and materials for thぺRenovation of Stanley Post 0ヮce to the full extent in accordance WIパe specification or as shown onぺDrawings. The major scopes include the following
a) Complete internal and external redecoration
Construct built in fixture i.e. count wall mounted cabinets shelves etc
c) Complete re-roofiる
d) Replace / Repair deteriorated fabric to match original
e) Rぺnovateぺぺxterr璹綷
Complete electrical re-wiring
g) Complete replacement ofHV AC system
h) Completぺreplacemぺnt of CCTV system and security systぺm
3.0 Lump Sum Tender
A lump sum tendr IS 1Ivited. The Tender玼's prices for the Works shall bぺdeemed to include the cost of all incidentalぺxpぺnses of labour material and the cost of all labour matぺrial plant tぺmporary elぺctrical supply and all things and mtiers nぺcessary for thぺproper carrying out and completion of the whole of the Works as specified

5.0 Site Visit
The Tendぺrer before submitting his tender is aded to visit the Site and make himself thoroughly acquainted with theΙ11 extぺnt andぺxact dimensions of thぺWorks involvede conditions under which he will have to work and all aspects ofe Works which might affect his tender. Claims on the grounds of want of knowledge will not be entertained. Site visit would be arranged as follows: -

7.0 Description of Works
7.1 Standard ofWorlananship
7.1.1 LJn1ess 0erwise stated all works to be carnぺd out shall match the original design and care has to bぺtaken to traceomぺぺXlSg building whate original consuction including﹜筁teals dimensions and colours etc. should be or should have been.
7.1.2 Samples of materials such as timber section roof tiles shall be submitted to the Architect for approval.
Samples of alle approved colours materials should be kept byぺContractor on Site for comparison mフフぺactual work
7.2 General Protection
7.2.1 The Contractor shallぺxecute the Works in such a mnner as to ensure the safety of and cause as littlぺ
inconvenience as possible to adjoining propertiese public in gぺneral vehicles and workmenk Conactor shall be liable for any damges anslllg ill consぺquence of his inadぺquate protection
7.2.2 The Contractor shall water debris as necess璹Y to reduce dust nuisance to a minimum.
7.3 Protection from Weather
The whole of all roofs and buildings should bぺleft watertight during﹀e whole Conact pぺod. All reasonable mぺasures are to be taken to prevent ingress of watぺr into any part ofle buildingsrough any damaged or suspectぺas
Tぺmporary roof covぺrings have to be provided before roof covぺngs arぺremoved for repaヌle temp ory coverings can be constructed of tarpaulins corrugated sheet metal foil or timber board securely fixed toe scaffolding and span over the roofs with adぺquatぺlapping to keepe buildings watertight all thetimAll materialsto be of good quaof adequate s│ɡand stabilto cae loads to be sustained. It shall be mintained toe satisfaction of the Architect during the progrぺss ofe Works and removed on completion of Works. The Conactor shall be liable for any damges ansillg ill consequぺnce of his inadequate w皗er protecon.
7.4 Demolition and Downtaking
7.4.1 Generally
The work described hereinafter refers to the whole of the demolition and downtakings necessaforle exぺcution of the Contract. The Conactor shall be deemed to have allowed in his Tendぺr for all required demolition downtakings and associated works with reference to the requirements of the Specification and Drawings
7.4.2 Inspection of Site
The Conactor is advised to visite Site and satisよhimself as tパe full extent and exact nature of the demolitiond downtakings
7.4.3 Cぺof works
The Contractor shall take all care when carrying out demolition and dovvntakings so as to protect thぺ ぺXlStillg sヌucre and other﹀獃 to be retained. The Contractor shall allow for informinge Architect in writing ofe procedurぺ sequぺncぺ and precautio﹀he will take inぺxecutig the demolition and down﹋﹋ngs prior to the commぺncement of Works. Such consultation shall not rぺlievぺぺContractor of any liabミity undぺr the Conact.
7.4.5 In particulぺContractor shall exercise due care for the protection of:-

7.5 Making Good of Affected Areas
7.5.1 Any building element bぺing cut into illsパぺd or damged whileぺffiぺC19 demolition downtaking
repairs renewals or improvement works shall bぺ┰lade good ate Contractor's expense in a neat and accぺptable manner and shall be finished to match the surrounding in everespぺct

7.6 Carpentry and Joinery
7.6.1 All new timbぺr is to bぺthe best of its kind well and properly seasoned of mture grow﹀ぺぺam worm

7.6.3 During taking down of rotten or broken timber for replacemぺnt ormking good great care is required to take out the built-in section so as not to damgee adjoining plaster work. The Contractor lllliY be required to

7.7 Preservation to Timber
AllnberぺxistiIig new and salvaged used in the Warks should beated with colourless preservative to against insect infection specification fore preservative should be submitted for approval;etr溜1ぺnt is to thoroughly soak all parts ofぺtimber inぺsolution and allow toy before incorporation intoe Works. Special attention should be paid to join砠 junctions and concealed areas such as parts thatぺbu猒t mto1ぺwalls. ThぺConactor is required to cut/shapee timber to their correct sizes and forms before soaking into the solution to avoid paint on tr溜lent which is not acceptable unlessle Contractor can dぺmonsate that paint on丁lent IS Uavoidable.
7.8 The Waterproofing Membrane of the Roof
7.8.1 Nぺw roofing membrane should be roofiるsheet mterial wi﹀獃finishSd with colour matching
ぺxisting. The laying ofぺsheet membrane should followe spぺcification as specified by the supplier. Dぺtails of layiるof the roofing shぺぺt at critical area should be submitted for approval.
7.8.2 Proprietary roofing system shall be laid by specialist conactors indudぺd as agents or applicators on the
list of the suppliぺr. Samples catalogue and technical data of the proprietary systぺm should be submitted for approval before ordering.
7.8.3 The Workmanship should colply with Section 12 of the General Specification.
7.8.4 Ten ye璹Wranty period are required fore waterproofmg system. The Wa璹anty of the roofing system
should be in accordance wiClause 12.118 and 12.119 of the General Specification
7.9 Termite Treatment
7.9.1 The Works to be executed comprisee teΠte溜lent fore timbぺr structures timber members of the
roofsucture and all timber fixみres.
7.9.2 The Contractor shall submit manufacturer's instruction catalogue literature and proposed method
statement including the proposed terrniticide and the concentration of thぺtぺniticide solution used as specified byパぺmanufacturぺr for approval
7.9.3 Tenite Treatment
A) Iミal Treatment to new timber
All timber should be cut toぺcorrぺct size and thoroughly soaked in a trough of approvぺd termiticide bぺfore珇ung
B) Surface Treatment to allпΡer and硂bぺr roof structure andber fixtures:
All timber surfaces are to be sprayed wiapproved terrniticide to kill all termites found and to prevent termite attacks. The terrniticide should not left any stain on the timber surface after the trぺatrnent.

7.11 Painting

7.11.2 All loose paint on exis癚ng external wall surfaces are to be sipped off and prepared according toe General SpecifIcation Section 21 before receiving new paint
7.11.3 Unless aerwise specified the number of coats of paint on nぺwand redecoration of existing surfaces are to be two undercoats and one fInishing coat and to comply wi﹀e method statement and preparation requirement of the proprietary paint system
7.114 Alle external rendered surface should be made good prepared and painted with water-based external texre paint. The paint system should have good "breathing" power to allowパぺmOlsIe vapour to escapぺぺffectively. Paint catalogue and technical data sheぺt should bぺsubmitted for approval
7.1 1.5 All paint fInishes onぺxisting timbぺr windows should be completely stripped off and prepared according to the Genぺral Specification Sぺction 21 bぺfore rぺceiving new paint.
7 .11.6 Water-base synthetic paint should bぺused for painting ofnber surface and metal surfacぺ. Paint catalogue and technical data sheet should be submitted for approval
7.12 Brickwork

Brickjoints should not exceed 3.5mm wide and should mtchぺテS19 joints.
Joints must not be flush pointed but should be slightly recぺss or hollow and brushed while the mois still green and at all costs kept backom the face of the brickwo smudgy edgぺs to pointing will not be accepted
7.12.1 Mortar
Mortar shall be limぺmortar in a proportion of 9 parts sand; 2 parts 猳バ舱d at most 1 paPortland cぺment (dep丁onぺnaturぺofぺbricks). Sand shall be well graded sharp gritty sand of course-texture which shall be brushed down to reveale gritty texture on completion. Lime shall be hydrated or semi-hydrated lime complying with BS 890 class B or ﹀獃1璹d approved. All should be in accordance with G. S. items 9.15 to 9.18 9.22 to 9.24

7.12.5ˉDentist' replacぺment
Replacemぺnt of missing or deteriorated bricks by pice in method including re-pointing of brick joints.
Provisional quantities have been illcluded in the Schedule of Works for Buildillg Works at Appendix A t is Particular Specification for dentist replacement of deteriorated bricks.

(a) Areas identified to be replaced including deteriorated bricks mortar/cement fillings or plaster should
be completely taken out without affectinge neighbouring sound bricks
(b) All existing mortar j oint and pointing to be carefully removed to Iぺave a tidy position to receiveE
piece in bricks.
(c) Header and tie bricks adhered to both the irmer and outer leave of the walls should be completely
taken out even though only one side of it my be deteriorated or missing.
(d) Thoroughly wete position of replacement with water and piece ill the nぺw or salvaged bricks with
mortar of similar rrllx asぺxisting. The final smface over the replacぺd area should be flat in relation tパぺぺ猒SIg surface of the wall.
(e) Brick used for piece ill rぺpair should be ill one complete piece with similar colour and dimensions

7.13 Replacement and Repair of Hollow/Cracked Wall Plaster
All crackedlhollow plaster is to be chipped off. Boundaries of chipped off plaster should be ill straight lines

7.14 Flooring
7.14.1 Prぺparation workぺxternal paving shall include taking up exig floor finishes all necessaexcavation ﹀ling and compactig the ground to receive nぺwfi﹀shes to ensureat the new floor surface is flat and matchesle eテsting finished floor level with respect to neighbouring features.
7.14.2 Canton Tiles Paving
¨Cton" tiles to be hard sound square well burntぺぺom twist cracks for other dぺfe鲍30 to 35 mm ick andom 300 to 400mm square.
Edges of tiles arぺto be straight with no depression exceeding 3mm mぺasured by a stぺぺI rule.
The surface of tiles should be flamed finished and completely flat with no depression excぺぺding3rmn measured by a steel rule.
7.14.3 Patch repair ofterrazzo floor finishes
The terrazzo floor finishes should be scrubbed with alkaliぺぺsoap to removeぺadhesive or other residue mterial on the surfacぺafter removal of the exis19 vinyl tiles
The arぺa of patch repair is to be specified byePropぺ┰y Services Manager after removぺr of the existing virlyl tiles. Normally repair to hairline cracks is not necessary

8.0 Make Good
8.1 It means to caout works to return an object to original forms in good condition and serving its original functions with no obvious damges or missing parts and in a neat straight controlled and orderly alignment It must be sb:essed that certain degree of craft and design is required to achiぺveパぺorigirlal complete form. It shall irlclude washing down replacemぺ猒 supply and fix missing parts/components and reconstruction using new or salvaged or origirlal sound materials
9.0 Photographic Record
9.1 During various working stagぺぺConactor shall provide details photographic records of thewo special
findirlgs after removal of debris or sヌみtures mterials andぺfinished works. The photos together wi﹀E digital rぺcord should be submitted to Achitぺctural Services Department for record
9.2 Photographic record of othぺr hidden works shall also be produced in order to provide comprehensivぺ
evidence for measuremぺnt and for future rnairltenance.

10.0 Record of Methods and Materials Employed

11.0 To Match Existing and to Match Original

12.0Environmental Aspects
12.1 Dustom Debris Handling
12.1.1 Covere debris with impervious shぺeting or store them in a debris collection area sheltぺred on the top and ぺree sides.
12.1.2 Avoidee falling of dぺbris while removal roof material use basket and the like to ca璹y suchmрrialom e roof to ground level for disposal.

12.2 Materials Arisingom Demolition Site Clearance and Alterations
Unless othぺrwise specified materials arisingome demolition or site clearance will bぺcome﹀e propぺF of the Contractor. Remove frome SIte as1ぺworkprocぺぺds. Remove to an approved dump all surplus materials and debris. Sort all such surplus matぺrials and debris as may be required to meet disposal
conditions and requirements atパe dumping site.
12.3 Dustom Pneumatic or Power-driven Drilling Cutting and Polishing
Water or a dust suppression chemical shall be continuously sprayed onぺsurface where any pnぺumatic or power-drivenilling cuing polishing or other mechanical brぺaking operation that causes dust emission is camed out unless the process is accompanied bye operation of an effective dust exヌaction and filtering device.
13.0 Safety and Precautionary Measures
The Contractor shall caY out the Works without causing danger and undue inconvenience and nuisance to the occupants and the public.
The Coactor should take all necessprぺcautions to prevent injury or loss of life occurring on Site
Warning notices in both English and Chinese shall be placed on the conspicuous positions andぺSIte should be always kぺptlockぺd to preventespassersom entering into the Sitぺ
Hoarding or protection screed is required to by fixed on the boundary fence to prevent trespassers and to minimize the disturbance toe public

14.0 Outline Safety Plan Full Safety Plan and Risk Assessment Analysis
The tenderer shall submit withe tender an Outline Safety Plan which shall contain a list ofe safety and health hazards being identified and sufficient information to demonsate feasible proposals for achieving effective and efficient health and safety procedures. The Conactor shall submit Full Safety Plan and Risk Assessment Analysis within 7 (Seven) days a弧er acceptce ofe Tender
15.0 Insurance
The Conヌactor shall be liable for and shall indernni㏑the Employer against any expenses liability loss claim or proceedings 獃oevぺr ansmg m respof personallyto or the of any person whomsoever arising out of or in the course of or caused byIe exぺcution of work.
Third Pay Insurance and Workmen's Compensation Insurance shall be borne by the conactor
16.0 Removal of Debris
All debris and other mtぺrials ansing from the Works shall be rぺgularly removed off-site by the contractor. The conactor should maintain the site in tidy condition and clear all the dぺbris regularly. The conactor should remove all the debr磂 material and equipmentom the site due to their works upon completion ofe works.
17.0 Environmental Consideration
禔〨Contractor shall carry out the works in such a manner as to minimize adverse impacts on the environment with respect to dust noise sound water and waste during execution of the Works and comply with all current statenvironmental legislation
18.0 Commencement and Completion Date
The Contractor shall commence the Works within 7 (seven) days after acceptancぺof the Tender. The Works including ordぺng delivery and construction shall be completed in 60 days (including General Public Holidays)om the agreed commencement date wiPrope Servicぺs Manager. On completion of ilie Works all rubbish surplus materials tools and equipment shall be clearぺd away to a clぺan and tidy state to the satisfaction of the Propぺrty Services Manager and the client
19.0 Programme
The successful tender shall within 7 (Seven) days aer acceptance of the Tぺnder submit a working programme showing the proposed stages and timing for various works for the Propぺrty Services Manag's approval
20.0 Warranty and Defects Liability Period (DLP)
The Contractor shall provide warranty fore period of 1 (One) years on both material and workmanship by the conactorome date of certification of complぺtion. Prescribed Waanty Forms will be provided by Property Services Manager toe successItぺnderer at a later stage
DLP will be one year countingom Date of Completion as certifi~d by Property Services Managぺr.
10 year waanty is required for the watぺrproofmg system of the roof membrane.
21.0 Payment
One-off Full Payment settled upon satisfactory completion and certification ofe works by Prapey Services Manager. Intぺnmpaめnent would also be considぺred upon 50% completion of the works.

I. EXTENT OF BUILDING SERVICES WORK
Tills Particular Specification describes the supply installation testing commIsSIOning and maintenance of the entire Building Services Installation.
The Building Work Contractor shall employ Specialist Contractors under the List of Approved Suppliers of 1\aterials and Specialist Contractors for Public Works to cTY out the building services work. This Contract works shall be carried out in a manner consistent with good practice in Hong Kong and to the satisfaction of the Property Services Manager.
2. SCOPE OF WORK
2.1 Electrical Installation
Electrical installation shall be provided in accordance with the Tender Drawings comprising:
a. Upgrading the existing 60A SPN fuse switch between the 100A cutout and the tariff meter of the power company to 80A SPN. The Contractor shall allow for liaison with the power company as required.
b. Replacing the existing SPN MCB disヌibution board with a new I8-way 100A SPN MCB board ˉEE'; providing a new 6-way 100A SPN MCB boardˉAC' with supplyamˉEE\
c. Supply and install I3A socket outlets as shown on the Drawings. RCBO with 30mA sensitivity shall be installed at the distribution board for the socket outlet circuits.
d. Supply and install 2A fused connection units for fans and 13A fused connection illts with switch for air-conditioning indoor units as shown on the Drawings. Fused connection uミts for fans shall be canoIled by SA DP switch with pilot light.

e. Supply and install 2/c PVC/SWAlPVC Cu cable for connection from kWh meter of power compY to MCB boad 'EE'; and lIc PVC Cu cables for final circuits. Single core cables shall be housed inside G.I.ヌunking or conduit. Cable cores shall be identified in accordance with Amendment NO.1 :2007 to the Code of Practice for the Elect猒city (Wing) Regulations (CoP).
f. Supply and install all equipotential bonding supplementary bonding and associated accessories in compliance with the BS 7671 or IEC 364 requirement for Electrical Installations and General Specification for Electrical Installation 2002 Edition.
g. Supply and install trunking conduits adaptable boxes and all necessary accessories for the CCTV system staff call system security system telephone points and LAN points. The locations of these installations are shown in the Tender Drawing. The Contractors shall verify on site for the conduit I trunking system for connection with these installations. Cable and wirings for telephone points and LAN points will be supplied and installed by others
h. The Conactor shall be responsible for the protection of all existing installation during construction. In case any existiるinstallation is damaged during construction or cannot lction properly after the re-installation and modification work the Contractor is responsible to provide new provisions same as the existing one at his own cost.
i. Co-orination with other services to complete the installation.
j. The conactor is responsible to closely coordinate and liaise with the Post Office during the whole installation period as required.
k. Testing and Commissionirig of the electrical installation after installation work.
2.2 Lighting Installation
Lighting installation shall be provided in accordance with the Tender Drawings and the Specification. The installation shall include:

2.3 MVAC Installation
MVAC installation shall be provided as shown in the Tender Drawings. The installation shall include but not limited to the followings:
a. Supply install commission and test 3 sets of split type air-conditioners with associated Iа癘gerant plpmg condensate drain pipe and control in accordance with the specific requirements as stipulated in this Particular Specification the AlC General Specification the recommendationom the manufacturer drawings and all other relevant documents
b. The Conactor shall supply and install the thermal insulation for reigerant pipes and condensate drain pipes.
C. The Contractor shall design supply and install theame support for the condensing unit of the split type AlC units with sufficient maintenance/ access space.
d. Supply and install an exhaust fan and two orbital fans as shown on the drawings.
e. Testing and commissioning of the air-conitioning and mechanical ventilation system.
Split Type Aironditioner
Selection of equipment shall be based on the drawings and design criteria given in this Particular Specification.
Air-cooled split type air-conditioner shall be complete with all control wiring and motor starting equipment and shall be properly selected for the type of application and long reigerant piping.
The air-conditioner shall be incorporated with heat pバnp system to provide winter heating
In all air-conditioned aeas the noise level shall be less than NC40 when all the MVAC equipments are in operating. The Contractor shall submit calculations with supporting documents proving that the selected equipment will comply with the above-mentioned noise level requirement for the Property Services Manager's approval prior to the ordering of equipment.
Condensing unit shall be of forced draft horizontal discharge ty琡 with integral finned seamless copper tube and copper fin and constructed and tested to at least twice the normal working pressure. Condenser fan shall be driven by a weatherproof motor anprovided with adequate vibration mounting.
Reigerant piping shall comply with the following:
(a) Reigerant piping installation shall comply with BS4434: part 1.
(b) Pipework shall be of copper
( c) Flexible connections shall be incいorated﹀both discharge and suction lines at the points of connection to the compressor. Safety pressure-relief devices shall be incorporated into the system and piped to atmosphere.

(d) Design shall ensure correct reigerant distribution to evaporators; no liquid reigerant drainage into compressor during shutdown nor liquid entry during operation; avoidance of lubrication accumulation and slugging in the suction line. All arrangements shall maintain a clean and dry system. Excess superheat of suction line gas at compressor inlet shall be prevented.
(e) Reigerant pipe shall be factory leakage tested dehydrated oil and reigerant charged and shall be adequately insulated.
Size of the reigerant pipe and its insulation shall be in accordance with the recommendationom the manufacturer of split-type air-conditioners.
Condensate Drain PiDe
Condensate drain pipeom the split-type air conditioners shall be installed connected and completed. Conensate drain pipe shall be ofuPVC made with standard BS 3505 Class E and properly insulated.
Thermal Insulation
Reigerant and condensate drain pipes shall not be less thппmm in thickness of CFCee flexible closed cell elastomeric insulation completed with approved finish coating
2.4 Closed Circuit Television (CCTV) Installation
The Contractor shall supply design install test and commission a CCTV system as shown in the drawings. The system shall comprise of:-
a. A Digital Video Recorder (DVR) capable of connecting 8 cameras. The DVR shall be able to store imagesom 8 cameras for 7 days round the clock recording and shall be equipped with a DVD writer to transfer recorded images to DVD media.
b. 3 nos. of indoor dome type and 1 no. weatherproof outdoor dome type CCTV cameras having the following characteristics:-
a) Television standard : CCIR 625 lines 50 fields/second
b) Image sensor : Colour CCD better than 430000 effective pixels
c) Scanning area : 1/3" or 1/4"
d) Resolution : minimum 430 horizontal TV lines
e) Minimum illumination: 1.5 lux
Signal to noise ratio : higher than 47 dB
g) Video output : 1 volt peak to peak composite video 750. BNC connector
h) Video bandwidth : 5 1'-.ヴ-Iz
i) Synchronisation : AC phase locked
k) Operating environment: temperare -100 to +40C; humidity 0-95% non-condensing
The camera shall have continuous automatic 'through the lens' white balance line lock with phase aㄤjustment to ensure roll-ee switching recording automatic gain control and 'backlit compensation' circuitry for high contrast scenes.

2.5 Security and Staff Call System
The Contractor shall supply design install test and commission a Security and Staff Call system. The system shall comprise of panic buttons ina-red sensors movenlent detectors burglalarm electric door lock with release button burglar alarm panel with telephone link to Secity Control Centre and a staff call button with staff call panel as shown on the drawings.
2.6 Survey and Investigation of Esting Services
Unless otherwise specified all existing electrical facilities and equipment are to be retained without modification. The Contractor shall have full responsibility to trace out the existing provisions on site. The Contractor shall only take down and clear away existing provisions when instructed by the Property Services Manager.
2.7 Other Works
Apartom the above installation works the Conactor shall allow for:-
a. Submission of installation programmes and statutory submission checklist.
b. Submission of equipment/material and drawing schedules.
C. Provision of installation/shop drawings builder's work drawings manufacturer's shop drawings progress drawings and record drawings.
d. Provision of colour equipment catalogue and technical information.
e. Provision of all licence for use of sowae in operation of equipment as required

k. Provision of all equipotential bonding terminals.
3 OPERATION AND MAINTENANCE MANUALS
a. The Contractor shall submit to the employer﹀ěěcopies (one of which be an original) of the operating and servicing manual for each of the building services installations. The manuals shall be in English and in SI illts.
b. The manuals shall contain at least the following written with individual sections for different services and fully indexed. : -
i) Details and cross-referenced index of contents.
ii) Index of 'record' and/or 'as-built' drawings.
iii) General description of all systems and equipment.
iv) Setting up and operating instructions for all equipment and systems installed.
v) Detailed description of con01 sequence and operation for all systems including unless otherwise specified reduced scale copies to A3 size of all con01 and electrical schematics. Schematics shall incorporate all type size references and all settings.
vi) Copies of all testing commissioning and balancing records and data in the format as
required by the relevant B.S.B. Testing and Commissioning Procedures and other authorities.
vii) Details of all equipme plant and ancillaries settings and actual values maintained
by controlled variables during commissioning.
viii) Frequency and full schedules of routine maintenance and servicing procedures including full specifications for any required consumable.
ix) Contact name telephone number anaddress of suppliers shall be provided.

x) Manufacturers literature including certificates and factory test reports clear detailed drawin spe p璹t lists electrical circuit printed operating and maintenance instructions etc. The literature shall be specific to items actually supplied for this pt of the Contract Work.
xi) Schedule of items of equipment and plant stating the location name model number
manufacturer's serial or reference numbers duties and performance data. This information may be incorporated under the data recorded in item (vi) and (vii) above
xii) Diagrammatic drawings of each system indicating the principal items of plant and equipment including numbering codes or similar to co-relate with information given under item (x) hereof.
c. The manuals shall have pages of A4 size only (or A3 size folded) and shall be encased in durable hard covers with permanent lettering on spine and front.
All manuals shall be bound in such a manner that they will lie flat when open. Should loose leaf ring binders be utilised they must be of the four ring or ring type with all holes in sheets reinforced. On completion of final assembly the rings shall be soldered closed to prevent removal of sheets. The number of sepate manuals volumes required will depend on the size and complexity of the installation concerned.
4 AS-BUILT DRAWINGS
a. The Contractor shall deliver to the employerスス~ fully amended package of ˉas-built' drawings comprising of thěěsets of print and﹀ěěsets of CD-ROM computer disk in the format of CAD files.
b. Each drawing shall be clearly marked in 10mm or larger block characters ˉAs-built' in the bottom right hand comer ofthe sheet.
C. The' as-built' drawing set shall include not less than the following: -
i) Schematic diarams of all systems.
ii) Individual floor plans and sections showing to a scale of not less than 1:50 all
installations accurately located.
iii) Wiring and schematic diagrams with settings and adjustments noted for all electric/elecorne con01 systems con01 panels motor starters interlocks etc.
iv) The size舱d positions of all plants equipment switchgear etc. clearly identified by their service and dimensioned locations.
v) Complete set of symbols on a sep猒e drawing with symbols used for individual drawings being identified.

d. In addition to the provision of 'as-built' package the Contractor shall provide and install in the relevant plant roomsamed under glass non-fade reduced prints of the Schematic diagrams for all systems. Exact numbers and locations to be determined on site.
Glazing shall be polished plate of not less thanun thickness mounted in natural finish exuded and anodised almmumames with the prints mounted on acid free mounting board and the whole backed with marine grade plywood not less than 8mm thick.
e. Allˉas-built' drawings shall be produced in CAD with the format capable of being read by Auto-CAD release 2000 in a desktop computer.
5 SUPPLY OF INSPECTON MEASURING AND TEST EQUIPMENT
The Contractor shall supply calibrated equipment as the attached within one monthom the commencement of the contract. The equipment together with the relevant documentation shall conform to the requirements as set out in the following: -
a. The equipment shall be calibrated by laboratories accredited by the Hong Kong Laboratory Accreditation Scheme (HOKLAS) or other recised accredited laboratories. The calibration shall be made against certified equipment having a known valid relationship to internationally or nationally recognized standards. Where no-such standards exist the basis used for calibration shall be documented. In such cases the laboratories shall provide satisfactory evidence of correlation of results for example by participation in a suitable programme of inter-laboratory comparisons or proficiency testing.
b. The calibration and acceptance of the calibration of the equipment shall comply with the requirements as set out in the schedule.
c. The Contractor shall define and document the process employed for the calibration of the equipment including details of equipment type unique identification locationequency of checks check method acceptance criteria and the action to be taken when results are unsatisfactory.
d. The Contractor shall maintain and submit calibration records of the equipment to the Property Services Manager which include: -
i) The description and unique identification of equipment.
ii) The date on which each calibration was completed.
iii) The calibration results obtained after and where relevant before any adjustment and repaミ.
iv) The assigned calibration interval.
v) Identification of the calibration procedure.
vi) The designated limits of permissible error or accuracy of equipment.
vii) The source of the calibration used to obtain traceability.

viii) The relevant environmental conditions and a statement about any corrections thus necessa.
ix) A statement of the uncertainties involved in calibrating the equipment and of﹀elr cumulative effect.

g. The Contractor shall re-calibrate the equipment at intervals as shown in the Schedule or at shorter penowhen the Property Services Manager has doubt on the accuracy of the eqmpment.
