[> Subject: The rule has been around for as long as I can remember. If you haven’t placed in prelim in 2+ years you are allowed to move back down and compete there.

Now it just says if you haven't placed 1st, 2nd or 3rd in OC. So in theory you can now do one or two OC feiseanna, place as high as 4th, but still drop down to Prelim if you feel like it?
