Subject: Rule changes for 2007

Hello all,

I would like to propose some possible rule changes for 2007 and hopefully create some discussion.

1. A team has 20 seconds to take a goal line drop out, timed from when the ball has been whistled dead. No more time out - they want the rest and they want to waste time. If the kick is not taken within 20 seconds, penalty 10m out in front of the posts.

2. Stop the clock if the ball is kicked over the sideline in general play. This will encourage a team in front to kick and keep the ball in play. It will also stop that ridiculous scene of 6 players rushing to form a scrum just to stop the clock. If that rule stays, the 6 players who form the scrum should have to pack down in it. You will see more kicks stay in field and hence more action.

3. The video referee be given 1 minute to make a decision. If a decision cannot be made in that time, the referee makes the decision.
