I gotta agree with the stopping of the clock (or allowing an exact amount of time to expire dependent on how the ball went dead). For instance a conversion kick (ball dead because of a score) should take up no more than 60 (or x amount if you like) seconds of clock time to me regardless of how long El Masri et al. take to line it up and kick it.

As for the drop-out....that's a tough one, I think a certain amount of time is fair (20 seconds might be to small). Eventually Rugby League will have time-outs, like many of the other sports (convenient for media, or should I say advertising). The easier option to avoid timewasting is to give the ball back to the attacking side on the 40 (or x amount) metre line (play the ball).

There are many options which might improve game in one aspect but one has to be careful that another aspect is not lost.
