1. I don't think it would work, players are human beings remember, they and even us referees as well need breaks... we're not machines. And the team receiving needs time to set themselves.

2. I think that is a good idea actually - although your games would go for alot longer, teams do that for a rest also, not just to eat time.
Personally - they should scrap the rule of time off when a scrum is formed (even though its only NRL) - if one team has been going along the same pace to a scrum from 1st minute to 79th minute - why call time off? Unless they are obviously slowing it down of course.

Once again though, I personally don't like having the video referee - we blokes in the CRL seem to get along just fine without them.
