Like I and others said, teachers who don't remember steps, tunes or ceili dances after their exam are incredibly commonplace in Irish dance. I have been around enough to see it multiple times.
So your argument is memorization is vital, but plenty of teachers rely on their dancers to memorize steps. So are those teachers unqualified? Or are they qualified simply because they passed an exam and nothing else matters?

Personally I believe there is a difference between qualified and recognized by an organization two very different things. I have met judges who don't seem to know anything about Irish dance beyond competition, who cant explain the diffence between a reel and slip jig beyond "different music" and don't know the difference between jig and hornpipe trebles. I also know teachers who did Irish dance for decades and just aren't interested in competition so they don't see the point in putting down the money to take a test in an organization they see no point in belonging to.

Ultimately it is Catch 22. The only people who care about tests are the ones who have been in Irish dance long enough to know they exist and those people should probably have a good idea of what Irish dance so they don't need the test to tell them if the teacher is qualified or not.
