Modesty certainly should be encouraged. But we believe that it is irrelevant when a spanking is due. A spanking is much more satisfactory than on the underpants or panties. It enables you to judge progress, gives the spanks a "crisper" quality and the process of baring adds to the ritual aspect of the event and symbolises the child's submission to the punishment.
