For me, its how my mother did it, but there are many reasons

i find it keeps their full attention better

Routine and ritual is a big aspect of the whole discipline situation. It makes the lessons learned all the more memorable

clothes don't get all tangled up

the mild embarrassment helps them also be embarrassed of naughty behavior

That symbolism continues for me, in that their bad behavior was exposed and now they are fully exposed. If things are out in the open then you can deal with them
