President Trump did sign a Presidential Proclamation Honoring the Victims of the Tragedy in Santa Fe, Texas. It directs that the Flag of the United States shall be flown at Half-Staff at all US government facilities through sunset on May 22, 2018. While it only references government facilities, military installations and vessels, it is common for states and private individuals to follow suit. I plan to lower my flag to Half-Staff too.
