After 20 years service it all comes down to the fact of needs of the Air Force. While it was routine for short tour overseas returnee's to be given preference to regional zones manning needs came first. Consider the number of bases in Vietnam and Thailand and the drain they put on cops at stateside bases, causing manning shortages. My first assignment was ADC at Richards Gebaur MO where we were on permeate three shifts, and only got back to nine and three shifts when we got DDA bodies like myself and returning personnel from Nam. My next two PCS's were to ADC Det's because of Vietnam and Thailand assignments. I myself left ADC for Vietnam, TAC PACAF and PCS to SAC at March AFB on my return. I got my zone but not my base of choice. SAC had a priority of returnee's because of Bombers and Missiles. No base stateside was personnel fat until after the closure of the Southeast Asia bases. SAC dose mark it's people as my older brother spent most of his 20 with SAC as a 702. Lastly each command has it's personnel division which sends its needs to Randolph main personnel center and uses mission impact statements to up its priority. I escaped SAC after 15 months, Thank Goodness
