I'm sweeepy and I have a headache, so I'm off to bed - but here is a link to California Department of Vehicles where you might get some questions answered.
We have smog issues here and our cars have to pass a smog inspection every other year to be registered. The same vehicle you buy here may be sold somewhere else in the world and not have the smog equipment we are required to have.
