I agree with you on this Rkwll crappy situation. But the only person who could cut them off of the board is Jessica, but she herself posted Vibrant - for sale message recently.
Well, it doesn't mean this board is gone, though she's not going to be interested in it more than now.
Anyway, answering your questions:

This looks like CMOS battrey issue -- i.e. the battery is dead ( yours looks like a champion, a lot of people have signaled no-boot SOS already. Nevertheless you didn;t loose you laptop yet -- you have chance to replace this coin-type battery. I give you link on TransmondeSOS.net

I'm not sure what kind of module is your 133, bun in order to replant the processor it has to have the same assembly (connector) type. In case of mobile Pentium (start from 233) it uses MMC (1 or 2), so it should be mobile processor, read non-desktop type.
But if yours is not mobile i.e. it's SEC connector type, you might have a chance to upgrade. Although you should thik of an upgrade as of module-replant, not actual processor-chip swap. By the way 133 -> 166 isn't sensible upgrade.
