If you get to PC/OC, you're ready for it--That's the idea behind having four levels before it. Even if you start at 13, you still have to qualify through those levels. The 'fairness factor' there isn't really an issue--It's the same with any other competitive sport (soccer, gymnastics, etc.)--You qualify, you're in, skills valued over experience. But stick a 50 year old PW next to a 15 year old, and you'll sure as heck see a difference in what they can physically do. How many can put their clicks up over their heads? Physically easier when you're younger.

The system may be flawed, but it could be much worse. The adults have the option to go in with the &overs, as it should be. They should also have the option to opt out.
