Essay Contest for Native Youth -- echohawk, 23:08:22 02/13/10 Sat [1]
The Holland & Knight Charitable Foundation recently announced the call for essays in its fifth annual Young Native Writers’ Essay Contest. The national writing contest focuses on the richness of Native American life and history, and challenges youth to speak out on issues important to their tribal communities.
For 2010, students who participate will be asked to write on the following topic: “Describe a crucial issue confronting your tribal community today. Explain how you hope to help you tribal community respond to this challenge and improve its future.”
The contest is designed to encourage young Native American writers to explore their heritage while becoming positive forces in their communities. It is open to high school students from all tribes throughout the United States. The Holland & Knight Charitable Foundation partners with the Smithsonian’s National Museum of the American Indian.
“We are greatly inspired by Native American students who share their experiences and aspirations through their writing,” said Angela Ruth, executive director of Holland & Knight’s Charitable Foundation. “For us at Holland & Knight, the essays open doors to new understandings of the challenges of hope emerging from Indian country.”
“The Smithsonian’s National Museum of the American Indian is proud to be involved in a program that inspires high school students to think innovatively about their Native communities,” said museum Director Kevin Gover, Pawnee. “Each year we look forward to honoring the winners at our building on the National Mall.”
Students interested in participating can visit the Holland & Knight Young Native Writers’ Essay Contest Web site for official contest rules and to view past winning essays. All essays must be postmarked by the entry deadline, May 10, 2010 and mailed to: Young Native Writers, c/o Holland & Knight Charitable Foundation, P.O. Box 2877, Tampa, FL 33601-2877.
Five finalists will be named in June and all finalists and their teachers will receive an all expenses paid trip to Washington, D.C., where their activities will include an honor ceremony at the National Museum of the American Indian; a tour of the Cultural Resources Center where tribal objects can be viewed and studied; Native American author symposiums for students and their teachers; a tour of the Capitol and a tour of American University. The winners will also receive a $2,500 scholarship to be paid to the college or university of their choice during a scholarship ceremony that will take place Holland & Knight’s Washington, D.C. office.
The contest debuted in 2006 in Red Lake, Minn. in response to the March 2005 event where a student of Red Lake High School shot five fellow students, one teacher, one security guard, members of his family and then himself. The foundation developed this contest with the hope that the Red Lake community would find healing by promoting its rich culture and traditions.
“Indian youngsters have learned, better than any generation before them, how to ‘walk in two worlds,’” said Ben Nighthorse Campbell, a former senator and current senior policy advisor with Holland & Knight. “Many have mastered the tools of the technological age while preserving the traditions vital to their culture. I am pleased that Holland & Knight and the National Museum of the American Indian have continued their partnership in providing a forum for these talented and thoughtful young people to offer their perspectives on issues of importance to all in Indian country.”

Merchant Marine Apprenticeship/Employment Apprenticeship School and Program Outline
The Seafarers Harry Lundeberg School of Seamanship in Piney Point, Maryland, offers an excellent opportunity for vocational training, employment, and a career for drug-free Alaskans. It is the largest training facility for deep-sea merchant seafarers and inland waterways boatmen in the United States. The school teaches specialized skills for jobs in the Deck, Engine and Steward Departments.
The curriculums are constantly updated to keep abreast of changing maritime technology. The school provides men and women who have no maritime experience with the basic skills they will need to serve aboard U.S. flagships or tugs. The school also provides professional advancement for experienced men and women through career upgrading programs. Students who successfully complete their training are enrolled as members of the Seafarers International Union (SIU), and placed in their first shipboard job. Participating companies in Alaska are Sealand, Totem, Ocean Trailer Express, and Maritime Overseas.
The initial training program is eight months long, with the student receiving an initial rating and a job with the SIU upon graduation. The basic training program covers the tasks of seamen in all three shipboard departments: deck, engine, and steward through a combination of classroom learning and hands-on experience aboard a vessel. Two months prior to graduation the apprentice must choose one of the three departments for their career choice. Once employed, the work rotation will be four months on board a vessel with two months off, for a total of eight months on and four months off per year. The $30,000 per year entry-level salary applies to this work rotation.
The first three months at the Harry Lundeberg School includes: Orientation,Seamanship Basics,Nautical History, Math and Terms,Lifeboat Operations, First Aid and CPR
Galley Operation,Deck Operations
The next three months are at sea with students receiving four weeks of on-the-job training in each of the three departments.
Upon completion of the shipboard training the student will select the deck, engine, or steward department for their career choice and return to the Harry Lundeberg School for an additional two months training in that particular field.
Upon graduation students are placed with an SIU carrier for a four-month period.
After four months on the job, SIU members are eligible to return to the school for a one-month course and upgrade their rating to Able Bodied Seaman. Continued experience in the maritime shipping industry and continued returns to the Harry Lundeberg School for rating upgrades could lead to advanced ratings such as Bosun, Chef, Chief Steward, etc.
The unlicensed apprentice program and all upgrade training at the Harry Lundeberg School are free for SIU members. All fees, books, tuition, room and board are provided at no charge. Students are responsible for the following expenses:

TransCanada and ExxonMobil are working together to advance the Alaska Pipeline Project. The goal is to build and operate a pipeline system that will make possible the development of Alaska’s vast North Slope natural gas resources, helping sustain Alaska’s, Canada’s and the U.S. economies and providing a reliable, clean supply of domestic energy for the State of Alaska and North America. The Alaska Pipeline Project provides Alaska a viable option to develop its North Slope natural gas resources.
The Alaska Pipeline Project has filed its plan for holding the first natural gas pipeline open season in the history of the North Slope in 2010 - a major milestone in the development of Alaska’s vast natural gas reserves.
The Alaska Gasline Inducement Act (AGIA) was enacted into state law in 2007 to expedite the construction of a pipeline to transport Alaska’s natural gas resources to market. TransCanada became the official AGIA licensee in 2008 and is now working with ExxonMobil to advance the Alaska Pipeline Project.
Project Description
The Alaska Pipeline Project proposes to design, permit and construct a new natural gas pipeline system beginning near the Point Thomson field and extending through Alaska over one of two alternative routes. One route, the Alberta option, would extend from Point Thomson to points near Prudhoe Bay, Fairbanks, and Delta Junction, and then to the Alaska-Canada border, where the pipeline would interconnect to a new pipeline in Canada. The pipeline in Canada would extend from the Alaska-Canada border to an interconnection point with pipeline systems near Boundary Lake, Alberta, Canada, providing the capability of transporting natural gas into the contiguous United States.
An alternative pipeline route, the Valdez option , would extend from the Point Thomson field through points near Prudhoe Bay, Fairbanks, Delta Junction, and then to an interconnection point with LNG facilities (to be built by third parties) near Valdez, Alaska.
In both options, a minimum of five in-state connections to the main pipeline in Alaska, called off-takes, would provide local natural gas suppliers the opportunity to obtain natural gas to meet community needs. For the Alberta option, local off-takes will also be available along the pipeline route in Canada.The Alaska Pipeline Project proposes to design, permit and construct a new gas treatment plant (GTP) as an integral component of the project’s facilities. It would be located near existing Prudhoe Bay facilities and operate in conjunction with either the Alberta or the Valdez options.A natural gas transmission pipeline connecting the Point Thomson field to the GTP is also a proposed component of both options.
The Alaska Pipeline Project is a world-class undertaking in all of its aspects.The gas transmission pipeline between the Point Thomson field and the GTP consists of a 32-inch pipeline, approximately 58 miles in length, with no compression. The initial capacity of this pipeline has been set at 1.1 billion cubic feet per day (Bcf/d) and is expandable.
The GTP as currently envisioned would be made up of four trains for the Alberta option, with an initial design to treat up to 5.3 Bcf/d of raw gas and the ability to deliver into the pipeline 4.5 Bcf/d of treated gas. The Valdez option would have three trains and treat up to 3.5 Bcf/d of raw natural gas and would have the ability to deliver into the pipeline 3.0 Bcf/d of treated natural gas.
The Alberta option would include an approximately 1700-mile, 48-inch diameter pipeline (734 miles in Alaska and 966 miles in Canada). The initial capacity would be 4.5 Bcf/d, expandable with compression to 5.9 Bcf/d. Under the 4.5 Bcf/d base design, the system would include six compressor stations in Alaska and eleven in Canada, expanding to a total of thirty three compressor stations under the 5.9 Bcf/d case. Given that the pipeline would operate in areas of continuous and discontinuous permafrost, gas chillers would be installed at the GTP and at several of the compressor stations located along the pipeline route.
The Valdez option would include an approximately 800-mile, 48-inch diameter pipeline, and would have two compressors to support the initial design capacity of 3.0 Bcf/d.

Tribal Energy Student Internship Program
WASHINGTON – Assistant Secretary-Indian Affairs Larry
EchoHawk recently announced that the Indian Affairs
program to recruit and train American Indian and
Alaska Native postsecondary students in the field of
energy and natural resources management is accepting
applications for 12 internships in its 2010 class. The
application deadline is March 15 for an internship
period beginning May 25 and running through Aug. 6.
“Indian country’s young men and women are the future
leaders of their tribal nations, and as such they will
play a critical role in shaping the future of tribal
energy development,” EchoHawk said. “This internship
program is intended to help prepare the next
generation of tribal energy and natural resource
management professionals.”
The Energy Resource Development Tribal Internship
Program was started last year by the Indian Affairs
Office of Indian Energy and Economic Development in
partnership with the U.S. Department of Energy’s
Argonne National Laboratory. ANL will provide
leadership, educational and networking activities for
the interns, who will reside and study on-site at its
premier national laboratory located near Chicago.
“By directly engaging them in the work we do at our
facility, this program offers a terrific opportunity
for students to learn about science and engineering
while gaining valuable employment experience,” said
ANL Director of Educational Programs Harold Myron.
“Students will be able to take and use these new
skills to benefit their own or another tribal
community.”
Interns will gain hands-on experience working with
nationally known scientists in a wide range of
research fields including energy resource development,
both renewable and non-renewable, and environmental
evaluation and analysis of potential impacts from
energy resource development activities.
This year’s program also will include two Faculty and
Student Teams (FaST). The FaST teams will be comprised
of one faculty member and two to three students each.
This approach will provide collaboration and hands-on
research opportunities in mutually beneficial research
areas for faculty members and interns.
The program’s purpose is to increase the number of
American Indians and Alaska Natives who can
effectively manage a tribe’s energy and natural
resources. It also helps Indian Affairs meet mandates
of Title V of the Energy Policy Act of 2005, which
requires the secretary of the Interior to provide
technical assistance to those Indian tribes seeking to
develop their energy resources, establish an Indian
energy resource development program and further the
goal of Indian self-determination. It also provides an
opportunity for American Indians and Alaska Natives to
train for careers in the science and engineering
professions, two fields where they are
underrepresented.

General Description of Job:
The Spill Responder is responsible for ensuring that all clean-up is in full compliance with regulations and that the accumulation, monitoring and disposal of spill waste is maintained.
Essential Duties & Job Functions:
Comply with all guidelines, policies and procedures established by CCI while on shift, on call or attending training.
Respond to and clean-up spills in the area(s) assigned, ensuring spill safety area(s) assigned, ensuring spill site safety, appropriate application of clean-up methods, safe operations of equipment and minimal environmental impact and adherence to regulatory guidelines.
Hazardous Waste Management including attending all required educational classes and ensuring that all activities are on compliance with regulations.
Communicate daily status of current projects to Lead Spill Technician to ensure all projects are timely and within CCI standards.
Maintain 100% “Compliance Readiness” in all areas or mandatory/regulatory requirements.
Maintain 100% “Safety Standards and Accountability” in all areas or mandatory/regulatory requirements, which include:
Compliance with required HSE training.
Taking necessary action when behaviors or conditions around you may be unsafe. Reporting and addressing all potential safety concerns/incidents/issues promptly.
Facilitating or participating in CCI safety meetings, work safely and maintain a safe work environment as an employee and representative of CCI. Willingly participate and assist in any investigation that may relate to a safety incident. Document and record any injury or near miss incident that may occur while you are working.
Assist with spill clean-up outside assigned location when directed to do so by CCI.
Maintain and demonstrate proficient working knowledge of all response-related equipments, policies, procedures and tactics at all times.
Other Responsibilities:
Participate in the CCI active list for spill responders.
Attend and participate in required meetings, training, exercises and drills.
Perform other duties as assigned.
Job Qualifications Mandatory:
High school diploma or equivalent.
Minimum Class “A” CDL with good driving record.
Must have excellent written, verbal communication and interpersonal skills that include good listening, providing clear direction and effective feedback.
Ability to work well with others in an environment that includes harsh weather conditions, remote locations and diversified personalities.
Ability to clearly speak, write, read and understand the English language.
40 Hour HAZWOPER or 8 Hour HAZWOPER Refresher certificate.
Current HAZWOPER physical including respirator fit test and audiogram.
Ability to wear and perform job functions using a respirator (half or full-face).
May be required: Current NSTC card including training in: Blood borne Pathogens, Confined Space Entry, Energy Isolation, Respirator Protection, Hearing Conservation, Fall Protection, Hydrogen Sulfide Awareness, ASH 2006, Smith System Driving, Environmental Management Awareness, Golden Rules/Driving/Safety Awareness, Scaffold Awareness, Decision Pt. Hazard Recognition, Seta Card, Fire Extinguisher, Benzene/Nitrogen Awareness .
Preferred Qualifications:
Basic computer experience, including the ability to take online training, email general reports and use Microsoft Word.
Current CPR and First Aid certificate.
Work Environment: Flexibility regarding hours of work is required as needed to meet demands of the job. Position may be recalled at any time during spill emergencies. This may require 0vertime.
This is an on call, as need position and can be assigned at various places with in the state of Alaska to include the North Slope.
Position may be exposed to extremely hostile weather conditions at times while working outdoors. Arctic PPE is provided.
Position may require working with potentially hazardous materials and wastes.
Safety-toe footwear is required at all times while working.
While performing the duties of this job, the employee regularly works on-site at the construction work site where the employee is exposed to moving mechanical parts; high precarious places; fumes or airborne particles; outside weather conditions and risk of electrical shock. The noise in these work environments is usually moderate to very loud.
Physical Requirements: Physical and technical requirements that meet the standards of CCI. Lifting up to 70lbs, pushing/pulling up to 100lbs, carrying up to 50lbs, shoveling up to 20lbs, frequent walking and standing, occasional keyboard use, sitting, bending, twisting and reaching.

Alaska unemployment rate still rising

JUNEAU, Alaska -- Alaska's unemployment rate hit 8.8 percent last month, its highest level since September 1992. The rate was 6.8 percent in December 2008.
The state labor department cites several factors for the increase over the year, including job losses in the oil, construction, hospitality and leisure industries. It also attributes the rise in part to the growth in job seekers from other states coming to Alaska to find work.
The department says the state stayed below the national unemployment rate for 12 months, something it says hasn't happened since the early '80s, when the U.S. was going through a recession and Alaska was enjoying a boom.
The national unemployment rate in December was 10 percent.
