Larry, Yeah I got spanked naked sometimes for similar reasons, swimming or just not wearing a shirt when I had my pants/underpants down or off. Like your sisters my stepsister got spanked bare too but never topless.
I didn't see her spanked that often compared to her watching my spankings. Your mom spanked you and your sisters? It was my step father who spanked us.
Did you get many spankings? Lucky she stopped at 13!
