Just saw a former Miss Colorado won a local in Texas? Is it just an unspoken role to compete for a new state title?

Sarah Jean Swift assumed the Miss Colorado crown when Madison was crowned Miss America. Since she has never competed in Miss America, she is eligible to continue to compete in the program.
She attends Southern Methodist University in Texas, and therefore is eligible for competition there. She would also be eligible in Colorado, as she crowned her successor, thereby giving her a gap year as required (formerly under MAO.org) before she could compete again. (NT)

The rule is, you can't compete at MISS AMERICA twice. The girl who was Miss CO became Miss CO because she was 1st RU to the girl who won Miss America. So she inherited the crown and never competed at Miss America. This is something that's been done before by other girls who inherited their state title. Most notably, the girl who was 1st RU to Miss IL became Miss IL after Ericka Harold won Miss America. About a week later, she was in a horrible car accident and spent her year recovering. The next year, she crowned her successor and the year after that, she won Miss IL outright and competed at Miss America. Completely acceptable to do this (NT)No name

Plus, she won overall interview from a field of 16 strong contestants. (NT)No name
