Subject: In computer terms...?

What's a "socket" and if one has an error (that won't allow email to download) where would you start looking to fix the problem? Is it a setting maybe? Does anyone know... ??? Up till just recently I couldn't send mail from outlook (but I could receive) and now it's decided that I may send but NOT receive, strange things computers! And to add insult to injury last night hotmail had something going on and wouldn't load up at all (I think they were doing something mysterious to it in a general way). So... anyone know what a "socket" may be...?
