I thought it might be easier to get then what I prefer using which are Moonshine or Everclear. But any high-grade (clear) alcohol will do.

The problem with using vinegar is you need to heat the vinegar before adding the herbs, which changes things slightly since you have now introduced heat to the liniment and yes indeed you are now changing it to a tincture. The difference between a tincture and a liniment is a liniment is for external use only.

I have a lot of recipes using cider vinegar, I’ll dig around in my Grandmothers notes, I’m sure I remember seeing a few good salves listed too. You don’t really want to turn this into a salve, since it has cayenne as an ingredient, left on the skin (like a salve would be) can be very irritating.
