You do not need a rule to promote ad-libbing. A character can just do it! What this rule does is say that players now describe the results of their own actions. I think we come close here to not needing a DM! (In the extreme, of course) Rules, in my opinion, do not encourage role playing. Interaction with NPCs and other characters encourages this. This, and having a clear vision of who your character is.
