 The decision to allow the presence of a female sibling during the examination of her brother is one that has to be made by the mother according to her discretion and depending on the individual circumstances. These may be, as mrs_ladybird mentioned, supervisory reasons that do not allow the parent oversee both kids in different places, or educational or organisational reasons.
