You were right that you told about this accident to his parents - parents have to know about kid's behavior. About seven licks with belt - if his dad thinks it's a fair punishment - possibly they have such rules at their family. As my boys are 8 and 10 I can say that seven licks with belt is acceptable for 7yo in my opinion. 7yo isn't a very little kid and he has to know the rules well. Sometimes they learn it via sore bottoms.
