Diane, if the mold has started to stain the decking you can also use full strength bleach, let it sit [not in sun] for about 10 minutes and then rinse thoroughly with forced water. That will clean off almost all of mold and stains.

Once the decking dries it is safe for the puppers.

The sugar sounds pretty good too - have never tried it but have used baking soda as a scrubbing agent in the sink.
