CC did it because right around when DD left, we were all waiting to see if M&S were going to actually BE together. CC knew that making GA stay another season would blow, and he probably didn't know what else do to. IMHO CC created the Dogget/Reyes romance because he knew that all the fans had gotten used to the fact that there was something going on with Mulder and Scully and he wanted to ensure that all the original fans would stay tuned. Not to say all the original fans were Shippers just that pairing up two agents with a past created a background and letting them be obviously more to eachother than partners gave us what we are now missing between Scully and Mulder now that DD is gone from the show. It's just something familiar, maybe CC's way of making the fans comfortable with new agents on the X-Files. Give us something we know, we won't rebel. Who knows.
