I definitely agree with you, something needs to be done about this, it will decrease backchat rapidly. I think this a decision the NRL or the International Rugby League, needs to make not let the coaches decide, because obviously they will never have it. If a referee marches a player for example 40m i doubt that any other player will be backchatting again in that game. Even if the 1st marching of a player is 10m then 40m or 50m the next time it happens.
